There have been many hopeful applicants who have tried out for Legion membership over the years, but only a select few have made the grade.
In a way, all of the characters mentioned in the Bits of Legionnaire Business column can also be considered Legion applicants.
Year One (2962-2963) Power: Kryptonian-type Planet: Krypton Reason for Rejection: Red Kryptonite transformed Supergirl into an adult Superwoman making her ineligible for membership due to the club's 18-year-old age limit (AC 267). Fortunately the effects soon wore off and Supergirl was tested and excepted at a later date (AC 276).
Power: Super-shrinking Planet: Imsk Reason for Rejection: Violet competed against Supergirl, during the Maid of Might's second try-out for membership, and lost (AC 276). She was accepted into the Legion at a later date. Power: Super-radiance of heat & light Planet: Earth Reason for Rejection: He competed against Brainiac 5 and lost, but was accepted at a later date (AC 276). Power: Super-bouncing Planet: Earth Reason for Rejection: His power was deemed not very practical for crusading against evil (AC 276) but later, after stopping an electrically-powered crook and saving Saturn Girl's life, he was inducted into the team (AD 301).

Power: Creates intense cold Planet: Tharr Reason for Rejection: His power was considered a possible hinderance to team perfomrnace. A short time later he formed the Legion of Substitute Heroes (AD 306) and would eventually join the Adult Legion. Power: Super-strength but only when there is no sunlight Planet: Kathoon Reason for Rejection: Her power weakens in daylight. She later formed the Legion of Substitute Heroes (AD 306). Power: Turns to solid stone Planet: Zwen Reason for Rejection: His power was considered too static to accomplish anything positive. He later became a member of the Legion of Substitute Heroes (AD 306). Later, after winning a contest, he was awarded Legion membership, which he refused so he could stay with his friends in the Subs (AD 306, AD 315). Power: Fire-breath that can set anything combustible on fire Planet: Shwar Reason for Rejection: His power was considered too dangerous. He later became a member of the Legion of Substitute Heroes (AD 306). Power: Growing plants super-fast and big Planet: Mardru Reason for Rejection: His power was deemed impractical. He later became a member of the Legion of Substitute Heroes (AD 306).
Power: Turns everything nearby temporarily green Planet: Not revealed Reason for Rejection: Not useful enough, not even for camoflage, since foliage on other worlds is often colors other than green (AD 307).

Power: Has the power to split into four separate forms, each a different color and with a different power. Red form is super-heat; blue is super-cold; yellow is super brightness; and green is Kryptonite rays (Speculation based on the text feature in AD 340). Later, he tried to enact revenge on the Legionnaires and was killed by one of the beasts he had rejected from his "Legion of Super-Monsters" (AD 309).
Power: Supergirl-type Planet: Krypton Reason for Rejection: She tries to join the Legion, but was the one responsible for the terrible crimson virius affecting all of the female Legionnaires and so the boys reject her. Satan Girl is revealed as a red kryptonite created duplicate of Supergirl who tried to siphon off the kryptonite's effect on her body before her 48 hours of existence expired and she disappeared (AD 313). Power: Super-flattening Planet: Neptune Reason for Rejection: His power, strange as it is, could not be helpful to the Legion. Later he joined Tarik the Mute's school for super-villains (AD 314, AD 372). Power: Invented Marvel Belt with multiple abilities Planet: Not revealed Reason for Rejection: Rejected for being dependant on a device. Later, it turned out that he was a villain posing as an applicant so he could x-ray photograph security measures in order to steal a time-bubble and recruit Hitler, Nero and Dillinger from the past and place their twisted personalities into Superboy, Mon-El and Ultra Boy's brains (AD 314).
Power: Secret formula that can make feathers as heavy as lead Planet: Not revealed Reason for Rejection: Not considered a real super-power. (AD 317). Power: Emiting paralyzing radiation Planet: Not revealed Reason for Rejection: Displayed a lack of control and might do more harm than good. Later he joined Tarik the Mute's school for super-villains (AD 320, AD 372). Year Three (2964-2965) Power: Expanding her web-like hair to trap foes Planet: Not revealed Reason for Rejection: Legion wouldn't want her around in their hair or vice versa. Power: Superboy-type Planet: Bizarro World Reason for Rejection: He isn't a real human being and is an imperfect double of Superboy and copies his powers (AD 329).

A year later, at Superboy's recommendation, he was made a Reservist and "Secret Weapon No. 1" (SB125).

Later, after she saved the lives of several Legionnaires, including Superboy, she was made a Reservist (AD 355)
